Couter, Director of Financial Management <br /> Jerry Bauer, Risk Manager <br /> SUBJECT: NON-FigALTH SBLF-INSIIRANCE PROGRAM <br /> Transmitted herewith is a resolution authorizing renewal of the brokerage <br /> contract with Arthur J. Gallagher and Company and the administrative services <br /> agreement with Gallagher Bassett Services for the city's non-health self- <br /> insurance program for contract year 1994-1995. <br /> Following the informal policy of marketing the city's program every third <br /> year, the Risk Management Division issued a request-for-proposals (RFP) this <br /> spring for brokerage, claims administration, loss control, and loss reporting <br /> services for the self-insurance program. A total of 17 firms were solicited <br /> for proposals, and of those, six responded. Two of the respondents were local <br /> firms, one was a regional entity, and three were national organizations. <br /> ' Based on the quality and cost competitiveness of the proposals, one of the <br /> local firms and one of the national firms, in addition to Arthur Gallagher and <br /> Company, were invited to make presentations to staff for the purpose of further <br /> describing and clarifying their services and fees. These presentations were <br /> completed within the past week. <br /> On the basis of the overall quality of their proposal and the service <br /> they've previously provided, as well as on the fact that their total estimated <br /> costs were the lowest of any of the responding parties, staff is recommending <br /> the retention of Arthur J. Gallagher and Company, and Gallagher Bassett <br /> Services as the city's program administrators for the contract year beginning <br /> October 1, 1994. No other proposal matched Gallagher's for scope of services, <br /> experience with municipal accounts, and competitiveness of fees. <br /> September 30, 1994 will mark the completion of Gallagher's twelfth <br /> consecutive year as the city's self-insurance program administrator. During <br /> that time the firm has served the city well by providing consistently high <br /> quality brokerage, claims administration, and loss control services at <br /> consistently competitive prices. <br /> attachment � <br />
