That the property commonly known as 877 West <br /> Leafland conveyed to that person(s) who contracted for the pur- <br /> chase of same from the City of Decatur through the City' s Homes- <br /> tead Program, the Council finding that the provisions of said <br /> contract has been substantially complied with by said parties, <br /> SECTION 2 .
