• ti � , � (c) For Recipients that are pri��ate nonprofit organizations, the standards of OMB Circular A-122, Re��ised, "Cost Principles for Nonprofit Organizations" apply; (d) For Recipients that are for-profit organizations, the standards of the Federal Acquisition Regulation, 48 C.F.R. Chapter I, Subpart 31.2, "Contracts with Commercial Organizations" apply; (7) Be satisfactorily documented; and (8) Be treated uniformly and consistently under accounting principles and procedures appro��ed and prescribed by the Go��ernment for the Recipient; and those approved or prescribed b�� the Recipient for its contractors. d. Bond Interest and Other Financin�� Costs. T'o the extent permitted in ��-iting by FTA, bond interest and other financing costs are allo�t�able. e. Disallo�red Costs. In determining the amount of Federal assistance FTA v��ill pro��ide, FTA ��ill exclude: 1 l I An�� Project costs incurred by the Recipient before the Obligation Date of this Agreement or Amendment thereof, ��hiche�er is later, unless other��ise permitted by Federal la�� or re�ulation, or unless an authorized representati��e of the Go��ernment states in ��7iting to the contrarl': (?� an�� costs incurred b�� the Recipient that are not included in the latest Approved Project Bud�*et: and (31 An}• costs attributable to goods or ser��ices received under a contract or other arran�ement that is required to be, but has not been, concurred in or approved in �vriting b}' the Go�•ernment. 7'he Recipient agrees that reimbursement of any cost under Part II, Section 107 of this Agreement does not constitute a final Go��ernment decision about the allo��ability of that cost and does not constitute a ��aiver of any ��iolation by the Recipient of the terms of this Agreement. The Recipient understands that the Go��ernment „�ill not make a final determination about the allo��-ability of any cost until an audit of the Project has been completed. If the Go��ernment determines that the Recipient is not entitled to receive any part of the Federal funds reguested, the Go��ernment ��ili notify the Recipient stating the reasons therefor. Project closeout �vill not alter the Recipient's obligation to return any funds due to the Government as a result of later refunds, corrections, or other transactions. Nor ��ill Project closeout alter the Go��ernment's right to disallo«� costs and recover funds on the basis of a later audit or other re�•ie��. Unless prohibited by la��, the Go��ernment may recoup any Federal assistance funds to be made a��ailable under this Project as needed to satisfy any outstanding monetary claims that the Government may have against the Recipient.
