Public Works
Memorandum
94-25
April 26, 1994
To : Honorable Mayor and City Council Members
From: James C. Bacon, Jr. , City Manager
Bruce McNabb, Director of the Department
of Public Works
George Weaver, Director of the Department
of Community Development
Robert S . Reed, Mass Transit Administrator
Subject : Award of Contract for Construction of Mass Transit
Facility
On March llth, 1994, the City held a bid opening for
construction of a new mass transit facility. A summary of the 4
bids received is as follows :
Mid-States General & Mechanical - - - - $1, 967, 000
Contracting Corp.
Giberson Electric Co. - - - - - - - - - $2, 122 , 000
Christy-Foltz, Inc. - - - - - - - - - - $2, 173 , 800
Otto Baum & Sons, Inc . - - - - - - - - -$2, 635, 777
The low bid exceeded the amount of available funds by about
$600, 000 and was $345, 010 more than the engineer' s estimate .
After reviewing the bids, WVP Corporation wrote that the bids
were a reflection of the current bidding climate in Decatur and
that it was not likely that a lower bid could be obtained if the
project was re-bid.
Consequently, the City is proposing that a contract be
awarded to the low bidder, Mid-States General and Mechanical
Contracting Corp. , in the amount of $1, 363 , 910 for the work
identified in Phase I . After additional State and federal
funding is obtained, the contract will be amended to increase the
contract by $603 , 090 for the work contained in Phase II .
