3 � <br /> SUBRECIPIENT AGREEMENT <br /> THIS AGREEMENT, entered this 2nd day of May, 1994 by and between <br /> the City of Decatur, Illinois (herein called the "City" ) and Com- <br /> munity Investment Corporation of Decatur, Inc . (CICD) (herein <br /> called the "Subrecipient") . <br /> WHEREAS, the Grantee has applied for and received funds from the <br /> United States Government under Title I of the Housing and Com- <br /> munity Development Act of 1974, Public Law 93-383 ; and <br /> WHEREAS, the City wishes to engage the Subrecipient to assist the <br /> City in utilizing such funds; <br /> NOW, THEREFORE, it is agreed between the parties hereto that; <br /> 1 . SCOPE OF SERVICE <br /> A. Activities � <br /> The Subrecipient will be responsible for administering <br /> fiscal year 94-95 CDBG funds for the purpose of Micro en- <br /> terprise Administration in a manner satisfactory to the City <br /> and consistent with any standards .required as a condition of <br /> providing these funds . Such program will include the fol- <br /> lowing activitie�s eligible under the Community Development <br /> Block Grant Program: <br /> Program Delivery . . <br /> Activity: � ' ' � <br /> Funded throu h local financial institutions. <br /> g <br /> General Administration: <br /> Technical assistance� to micro businesses, and loan <br /> management and col,leCtion, of portfolio. <br /> 1 <br />
