Anderson Plaza <br /> Decatur, IL 62523 <br /> Subject: North Water Treatment Plant <br /> Temporary Sludge Storage <br /> City Project 9312 <br /> Bid Analysis <br /> BGM 78017 <br /> Dear Mr. McNabb: <br /> The urgent need for providing additional storage of lime <br /> sludge resulted in the development of plans and specifications to <br /> construct temporary facilities at the North Water Treatment Plant. <br /> Six qualified construction firms were invited to discuss <br /> development of a workable plan to construct such facilities and <br /> three firms were involved in subsequent meetings. <br /> In response to request for proposals, two bids were received <br /> when bids were opened on March 18, 1994, both of which were com- <br /> plete, properly executed and accompanied by bid deposits in the <br /> required amounts. <br /> The totals of the bids received are as follows: <br /> Mid-States General & Mechanical Contracting Corp. $125,410. 00 <br /> Fisher-Stoune, Inc. $126,773 .50 <br /> Engineer's Estimate $140, 000. 00 <br /> One component of the project is the installation of a dry <br /> sand-bentonite mixture to be incorporated as water-tight backfill <br /> in a narrow trench containing a thin impervious plastic membrane. <br /> In the interest of economics, it was decided that the City purchase <br /> 33 tons of bagged bentonite which is to be stored at the North <br /> Water Treatment Plant and be made available to the Contractor. <br /> The proposal of the low bidder was accompanied by correspon- <br /> dence and sketches which described a deviation from the bidding <br /> documents.
