R � �S RESOLUTION REQUESTING TEMPORARY CLOSING OF A PORTION OF LAKE SHORE DRIVE - MEMORIAL DAY WEEKEND - WHEREAS, SummerStart, Inc. is sponsoring a festival in the City of Decatur, which event constitutes a public purpose; and, WHEREAS, this festival will require the temporary closure of Lake Shore Drive, a State Highway in the City of Decatur, from South 16th Street to East Cantrell Street; and, WHEREAS, Section 4-408 of the Illinois Highway Code, Chapter 121, Section 1-101 et seq, Illinois revised Statutes 1989, , authorizes the State of Illinois Department of Transportation to issue permits to local authorities to temporarily close portions of State Highways for such public purposes. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF DECATUR, ILLINOIS: Section 1. That permission to close off Lake Shore Drive from South 16th Street to East Cantrell Street, as above designated, be requested of the Department of Transportation. Section 2 . That this closing shall occur during the approximate time period between 10: 00 p.m. on Friday, May 27, 1994 through 12 :01 a.m. on Tuesday, May 31, 1994. Section 3 . That this closure is for the public purpose of a community festival. Section 4. That traffic from the closed portion of highway shall be detoured over routes with an all weather surface that can accept that anticipated traffic, which will be maintained to the satisfaction of the Department and which is conspicuously marked for the benefit of traffic diverted from the State Highway. Section 5. That the City of Decatur assumes full responsibility for the direction, protection, and regulation of the traffic during the time the detour is in effect. Section 6. That all debris shall be removed by the City of Decatur prior to reopening the State Highway.
