R � �S <br /> RESOLUTION REQUESTING TEMPORARY CLOSING <br /> OF A PORTION OF LAKE SHORE DRIVE <br /> - MEMORIAL DAY WEEKEND - <br /> WHEREAS, SummerStart, Inc. is sponsoring a festival in the <br /> City of Decatur, which event constitutes a public purpose; and, <br /> WHEREAS, this festival will require the temporary closure of <br /> Lake Shore Drive, a State Highway in the City of Decatur, from <br /> South 16th Street to East Cantrell Street; and, <br /> WHEREAS, Section 4-408 of the Illinois Highway Code, Chapter <br /> 121, Section 1-101 et seq, Illinois revised Statutes 1989, , <br /> authorizes the State of Illinois Department of Transportation to <br /> issue permits to local authorities to temporarily close portions <br /> of State Highways for such public purposes. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br /> DECATUR, ILLINOIS: <br /> Section 1. That permission to close off Lake Shore Drive <br /> from South 16th Street to East Cantrell Street, as above <br /> designated, be requested of the Department of Transportation. <br /> Section 2 . That this closing shall occur during the <br /> approximate time period between 10: 00 p.m. on Friday, May 27, <br /> 1994 through 12 :01 a.m. on Tuesday, May 31, 1994. <br /> Section 3 . That this closure is for the public purpose of a <br /> community festival. <br /> Section 4. That traffic from the closed portion of highway <br /> shall be detoured over routes with an all weather surface that <br /> can accept that anticipated traffic, which will be maintained to <br /> the satisfaction of the Department and which is conspicuously <br /> marked for the benefit of traffic diverted from the State <br /> Highway. <br /> Section 5. That the City of Decatur assumes full <br /> responsibility for the direction, protection, and regulation of <br /> the traffic during the time the detour is in effect. <br /> Section 6. That all debris shall be removed by the City of <br /> Decatur prior to reopening the State Highway. <br />
