' � A <br /> GOAL I - ENHANCE THE ECONOMIC CLIMATE AND PROMOTE JOB GROWTH <br /> The City Council has a continued commitment to enhance the <br /> economic climate of the community. The objectives related to ', <br /> this goal will promote economic growth and enhance community I <br /> appearance. The objectives will also help increase the tax base ', <br /> and improve the community image as a whole. I <br /> Short-Term: On or Before 04 30 95 I <br /> 1) Improve the quality of the street system; <br /> 2) Implement pavement management system by 1996; <br /> 3) Determine future water supply requirements; <br /> 4) Enhance the transportation network of the City of <br /> Decatur, including trails and sidewalks; <br /> 5) Foster revitalization of the Central Business District; <br /> 6) Initiate downtown housing project; <br /> 7) Assure that K's Merchandise is a permanent downtown <br /> resident; <br /> 8) Complete redevelopment plan for "sandwich area" ; <br /> 9) Develop economic development "road map" for City, EDF <br /> and CIC. (Formulate policy/master plan for attracting <br /> new businesses) . The three main activities of <br /> Attraction/Retention/New Business are supported by <br /> Infra-Structure which includes administration, <br /> utility/street network, and incentive/promotion <br /> programs; <br /> 10) Complete MLK extension; <br /> 11) Develop plan to successfully graduate Incubator <br /> business; and, <br /> 12) Conduct feasibility analysis of Solid Waste/Landfill <br /> Transfer Station for the City of Decatur. <br /> Lonq-Term: (next 2 - 3 year period� <br /> 1) Increase Sales Tax Base: <br /> a) Development of Mini-Mall <br /> b) Retention of Sears in CBD; <br /> 2) Develop Highway 51 South area; <br /> 3) Develop area in close proximity to MLK North extended; <br /> 4) Annex area east of Beddingfield Buick; <br /> 5) Develop Woodford Avenue to I-72; <br /> 6) Extend Ash Avenue to Woodford Avenue; <br /> 7) Install South Grove sanitary sewer; <br /> 8) Obtain Sanitary District commitment to extend sewer to <br /> Bearsdale and to N & W property east of city limits; <br /> 9) Develop Agribusiness Research Center; <br /> 10) Relocate Lake Shore Drive; <br /> 11) Increase water supply/Lake Decatur; <br /> 12) Utilization/Recycle wastewater; and, <br /> 13) Encourage private sector initiatives for development of <br /> Lincoln Theater. <br /> EXHIBIT A <br />
