RESOLDTION NO. R 93-108 I <br /> RESOLDTION REQIIESTING TEL�4�ORARY CLOSING <br /> OF A PORTION OF NORTH FRANRLIN STREET <br /> - DECATQR CELEBRATION - <br /> WHEREAS, the Decatur Celebration, Inc. is sponsoring a <br /> Decatur Celebration festival in the City of Decatur, which event , <br /> constitutes a public purpose; and, <br /> WHEREAS, this Decatur Celebration will require the temporary ' <br /> closure of North Franklin Street, a State Highway in the City of <br /> Decatur, from East Main Street to Eldorado Street; and, <br /> WHEREAS, Section 4-408 of the Illinois Highway Code, Chapter <br /> 121, Section 1-101 et seq, Illinois revised Statutes 1989, <br /> authorizes the State of Illinois Department of Transportation to <br /> issue permits to local authorities to temporarily close portions <br /> of State Highways for such public purposes. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CIT.Y OF <br /> DECATUR, ILLINOIS: <br /> Section 1. That permission to close off North Franklin <br /> Street from East Main Street to Eldorado Street, as above <br /> designated, be requested of the Department of Transportation. <br /> Section 2. That this closing shall occur during the <br /> approximate time period between 6:00 a.m. on Friday, August 6, <br /> through 6: 00 a.m. on Monday, August 9, 1993. <br /> Section 3. That this closure is for the public purpose of a <br /> community festival. <br /> Section 4. That traffic from the closed portion of highway <br /> shall be detoured over routes with an all weather surface that <br /> can accept that anticipated traffic, which will be maintained to <br /> the satisfaction of the Department and which is conspicuously <br /> marked for the benefit of traffic diverted from the State <br /> Highway. <br /> Section 5. That the detour route shall be as follows: <br /> Cantrell Street to Martin Luther King Jr. Drive to Eldorado <br /> Street. <br /> Section 6. That the City of Decatur assumes full <br /> responsibility for the direction, protection and regulation of <br /> the traffic during the time the detour is in effect. <br />
