RESOLDTION NO. R 93-108 I RESOLDTION REQIIESTING TEL�4�ORARY CLOSING OF A PORTION OF NORTH FRANRLIN STREET - DECATQR CELEBRATION - WHEREAS, the Decatur Celebration, Inc. is sponsoring a Decatur Celebration festival in the City of Decatur, which event , constitutes a public purpose; and, WHEREAS, this Decatur Celebration will require the temporary ' closure of North Franklin Street, a State Highway in the City of Decatur, from East Main Street to Eldorado Street; and, WHEREAS, Section 4-408 of the Illinois Highway Code, Chapter 121, Section 1-101 et seq, Illinois revised Statutes 1989, authorizes the State of Illinois Department of Transportation to issue permits to local authorities to temporarily close portions of State Highways for such public purposes. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CIT.Y OF DECATUR, ILLINOIS: Section 1. That permission to close off North Franklin Street from East Main Street to Eldorado Street, as above designated, be requested of the Department of Transportation. Section 2. That this closing shall occur during the approximate time period between 6:00 a.m. on Friday, August 6, through 6: 00 a.m. on Monday, August 9, 1993. Section 3. That this closure is for the public purpose of a community festival. Section 4. That traffic from the closed portion of highway shall be detoured over routes with an all weather surface that can accept that anticipated traffic, which will be maintained to the satisfaction of the Department and which is conspicuously marked for the benefit of traffic diverted from the State Highway. Section 5. That the detour route shall be as follows: Cantrell Street to Martin Luther King Jr. Drive to Eldorado Street. Section 6. That the City of Decatur assumes full responsibility for the direction, protection and regulation of the traffic during the time the detour is in effect.
