 .
Community Development
Memorandum
93-105
June 7 , 1993
To: Honorable Mayor and City Council Members
From: James C. Bacon, Jr. , City Manager
George Weaver, Acting Director of Department of
Community Development
Robert S. Reed, Mass Transit Administrator
Subject: Agreement with IDOT for FY'94 Mass Transit Planning
Services
Upon City Council approval, the attached resolution will
authorize the execution of an Agreement for Planning Services
with the Illinois Department of Transportation. The State will
reimburse the City for 80$ of the planning expenses of the
Decatur Public Transit System in FY'94 (July 1 , 1993 thru June
30, 1994) .
The mass transit planning budget for the year will be
$41,250 and the State's share will be $33,000. Planning
activities normally involve maintaining ridership and revenue and
expense figures, conducting on/off board surveys, studying and
implementing route and schedule changes, evaluating alternative
transfer locations and methods of service provision and the fare
structure, preparing ADA plans and DBE/WBE programs and reports,
etc. A Technical Work Program and a Transportation Improvement
Program are submitted annually to IDOT. The federal government
requires a grantee to have a transit planning program before any
capital or operating assistance can be received.
dmu
