' D. The CICD will provide the City of Decatur with an annual <br /> administrative budget for the purpose of operations, managing and <br /> monitoring the RLF. The budget is to be presented for each <br /> fiscal year and to the greatest possible extent, plan and cover <br /> all related administrative and operating expenses for each fiscal <br /> year. Any unused budget allocations will revert back to the RLF <br /> for future budget allocations. <br /> E. The CICD will provide the City of Decatur copies of the <br /> performance reports required by EDA for all activities carried <br /> out by the RLF under the administrative management of the CICD. <br /> Said report will include but not be limited to information <br /> regarding all loans, the accomplishments of each, jobs created <br /> and retained, other investment stimulated, repayment status, ' <br /> repayment potential and loans which are in default or arrears. In <br /> addition, it shall provide the City with monthly progress reports I <br /> on activities associated with the Revolving Loan Program �, <br /> regardless of whether the funds are provided by Title I or Title I <br /> IX. <br /> F. The CICD Loan Review Committee will provide appropriate <br /> community oversight related to the operations, management and <br /> financial aspects of the RLF at its regularly scheduled meetings. <br /> Said Loan Review Committee will review and recommend all loans to <br /> be made from the RLF to the Executive Committee of the CICD whose <br /> authority will be final. Summaries of the activities of the RLF <br /> will be provided to the Executive Committee of the CICD and the <br />' administration of the City of Decatur at regular intervals. <br /> G. The CICD will make available to the City of Decatur, <br /> their authorized representatives, program auditors or state or <br /> federal officials, the files of all activities conducted under <br /> this Agreement related to the RLF for the purposes of audit and <br /> review. The CICD shall cooperate with the City of Decatur in <br /> preparing and making any reports to other parties as appropriate <br /> and necessary for activities conducted under this Agreement. <br /> H. The CICD shall maintain possession of all original <br /> accounting files and may maintain duplicate copies of project and <br /> financial data files as it deems necessary. All original project <br /> files will be sent to the City of Decatur. <br /> II. ACTIONS BY THE CITY <br /> A. The CITY may, at the option of the CICD, conduct and <br /> complete Environmental Review Reports and Historical Reviews <br /> required for federal compliance under Title I and Title IX <br /> regulations as are necessary for program activities conducted <br /> under this Agreement. The CICD will reasonably cooperate and <br /> assist the CITY with the conduct and completion of said reviews. <br /> The CITY will receive complete copies of said reviews from the <br /> CICD when completed to be made a part of the project file. The <br /> CITY shall be reimbursed $250.00 for each audit it performs. <br />
