WHEREAS, the Illinois Department of Commerce and Community <br /> Affairs (the "Department") made a General Revenue Grant (the <br /> 11Grant") to the City of Decatur (the "Grantee") which grant was <br /> signed on January 14, 1991 and which is referred �o as Grant No. <br /> 91-10504; and, <br /> WHEREAS, the Department and the Grantee have agreed to the <br /> assignment of the Grant and all of the rights, duties, and <br /> responsibilities thereunder to the First Illinois Development <br /> Credit Corporation (the "FIDCC") ; and, <br /> WHEREAS, the FIDCC through its authorized representative, <br /> Mr. George Dinges, President of the FIDCC Board, has agreed to <br /> assume all of the rights, duties, and responsibilities as set <br /> forth in the Grant Agreement and further has agreed to perform <br /> any and all work as outlined in the "Scope of Work" section of <br /> the Grant Agreement; and, <br /> WHEREAS, the Department, the Grantee, and the FIDCC all <br /> agree that pursuant to the Grant Funds Recovery Act, the Grantee <br /> has earned interest in the amount of $2,765. 15 as of January 15, <br /> 1993 , and accordingly, the parties agree that this amount becomes <br /> part of the grant principal. <br /> NOW, THEREFORE, it is agreed between the Department, the <br /> Grantee, and the FIDCC that General Revenue Grant No. 91-10504 <br /> between the Department and the Grantee is hereby assigned to the <br /> First Illinois Development Credit Corporation and the FIDCC <br />, agrees to comply with all the terms and conditions of the <br />
