• 1 , .
LEGAL DEPARTMENT MEMORANDUM
No. 93-3
January 13, 1993
T0: Honorable Mayor and City Council Menbers
FROM: James C. Bacon, Jr. , City Manager ► `
John W. Couter, Corporation Counse71/G
RE: Used Oil Storage and Transfer Facility
Morgan Distributing Inc. has proposed to establish a used
oil storage and transfer facility at its site located at 3425 N.
22nd Street. Basically, local Amoco service stations will
collect used motor oil from motorists, then store it at a central
location before it is shipped to a recycling facility. It is
hoped that this program will help to eliminate the problems
caused by the illegal disposal of motor oil by persons changing
their own oil.
Pursuant to the Environmental Protection Act, the proposed
facility is classified as a regional pollution control facility
and requires the approval of the City Council, after a public
hearing. Accordingly, the resolution submitted herewith
schedules a public hearing for Friday, February 5 at 1 : 30 P.M. in
the Council Chambers. David Clark, Director of Community
Development, will be the hearing officer and will submit a
transcript of the hearing, and a recommendation, to the Council.
It is anticipated that the Council will consider siting approval
for this facility in late February or early March.
JWC: sw
