RESOLIITION NO. /02 - I �3 ' <br /> RESOLDTION STATING SDPPORT <br /> FOR STAT$ 1�fANDATES REFffi2F.AiDUl� <br /> WHEREAS, the State of Illinois has continuously imposed <br /> unfunded state mandates on local governments; and, <br /> WHEREAS, the cost of unfunded state mandates has placed <br /> financial burdens on local governments; and, <br /> WHEREAS, the opportunity to provide services is best <br /> determined by local officials; and, <br /> WHEREAS, the continued mandated programs from the State <br /> erode local control; and, <br /> WHEREAS, the citizens of each and every community have <br /> direct access to local governments; and, <br /> WHEREAS, those citizens share local elected officials' <br /> concerns about the cost for providing vital services; and, <br /> WHEREAS, the General Assembly and Governor Edgar have <br /> provided an opportunity for the people to speak this election <br /> year; and, <br /> WHEREAS, Public Act 87-0919 provides for an advisory <br /> non-binding referendum to be placed on the November 3, 1992 <br /> ballot. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, OF THE <br /> CITY OF DECATUR, ILLINOIS: <br /> Section 1. That the City Council of the City of Decatur <br /> does hereby unconditionally support an affirmative vote on said <br /> referendu:n by the citizens of this community at the November 3, <br /> 1992, election. <br /> .� , ��,/' " � �, � <br /> ERIK C.
