S. Department of Housing and Urban Development <br /> (HUD) for the purpose of conducting a Community Development <br /> Program (hereinafter referred to as the Program) , with Federal <br /> financial assistance under Title I of the Housing and Community <br /> Development Act of 1974 (hereinafter called Act ) , <br /> WHEREAS, the Department of Community Development , acting through <br /> and in behalf of the City of Decatur , Illinois, desires to engage <br /> the Subgrantee to render certain services in connection there- <br /> with : <br /> NOW THEREFORE, the parties hereto mutually agree as follows: <br /> I .
