Perry, Purchasing Supervisor
SUBJECT: RESCUE VEHICLE BID
Attached you will find a bid summary for a rescue vehicle to be
used by the Fire Services Division.
The bid specification originally asked to include loose equipment
(air cylinders and self-contained breathing apparatus ) . However,
the prices received for the loose equipment are much higher than
wat the City can purchase these items outright and equip the
rescue vehicle themselves . Due to the higher cost , the loose
equipment should be eliminated from the bid.
The low bid does not meet City of Decatur specifications in
several areas . The City specifications asked for body
compartments to be constructed from aluminum with a . 125
thickness . Mac' s bid provides . 090 thickness instead. City
specifications asked for an apparatus body to be contructed
entirely of aluminum. Mac' s bid provides a body construction
using a steel underframe. An all aluminum body was specified
because of the need for a life expectancy of 10 to 15 years or to
be used for two chassis . The steel underframe could need
replacing during that time frame.
In addition, Mac' s Fire & Safety was unresponsive when asked to
provide information , and vague about providing a typical chassis
design sheet for the unit they bid. The specifications were
explicit that this item be provided. Several requests were made
for this information, all to no avail. Without this information
there is no idea of knowing what the vehicle would even look
like. The City of Decatur specifications also asked for a set of
manufacturer' s specifications consisting of a detailed
description of the apparatus and equipment proposed to indicate
type, size, model and make o£ all components , parts and
equipment . Mac' s information was so vague it is impossible to
determine what they planned to provide.
