 . .
r
PURCHASING & INTERNAL SERVICES MEMORANDUM
#92 - 23
April 9 , 1992
TO: James C. Bacon, Jr. , City Manager
FROM: Deborah M. Perry, Purchasing SupervisorlT'
SUBJECT: WATER METER BIDS
Attached you will find a bid summary for water meters with remote
readers .
The low bid of Kent Meters , Inc. does not meet City of Decatur
specifications . The bid specification requested bids for meters
with a measuring chamber that has a dual port of entry. The
meters from Kent have a single port of entry. The dual port of
entry provides for less loss of water pressure.
The Kent Meters have a higher pressure loss which means each
customer would receive a lesser amount of pressure at each flow
rate. This would reduce the total amount of water available to
each customer. It is possible, that for customers to have the
same amount of pressure as they currently do, the City could have
to use 3/4" meters for 5/8" meters to realize the same pressure.
This would be more expensive since the 3/4" meters cost more. The
comparison of water meter pressure loss , in pounds per square
inch between the different meters is shown on Table I . The table
was compiled by the Water Distribution Supervisor from
information submitted by the bidders .
The bid of Badger Meter provides meters with a dual port of
entry. Also, when comparing pressure loss , Badger Meter' s water
meters have the highest delivery rate of water with the lowest
pressure loss .
It is the staff recommendation to accept the low bid meeting
specifications of Badger Meter to furnish water meters at
the following prices : 5/8" meters - $35.88 , 5/8" x 3/4" meters -
$35 .88, 3/4" meters - $53.24 and 1" meters - $74 . 75 each for a
total of $56, 468 . 07 .
cc: Beth Couter
