STATE ASSISTANCE FOR ILLINOIS RECYCLING GRANTS PROGRRM AND DELEGATING AUTHORITY TO SUEMIT SAME AND TO OBTAIN PAYMENT OF GRANT EE IT ORDRINED EY THE COUNCIL OF THE CITY CF DEC�TUR, ILLINOIS : Secticn Z . That the application to the Illinois Department of Energy and Natural Res�urces for State Assistance for Recy- cling Grants Program prepared by the Department of Community Development of the City of Decatur, Illinois , as by said Act, prescribed, desiqnated herewith be, and the same is hereby, received, placed on file and approved. Section 2 . That James C. Eacon, Jr. , City Manager, be, and i� hereby, authorized and directed to sign said application on ber�alf of the City and to submit the same ta said Department of Energy and Natural Resources , and to furnish such other informa- tion or documentary support, and otherwise to do such as may be necessary or desirable to support such application and obtain such assistance. Section 3 . That the said City Manager be, and he is hereby, authorized to taY.e such action as may be necessary to obtain pay- ment of the Federal �rant authorized to be applied for hereby. Section 4 . That sui3 City Manager be, and he is hereby, �uthorized and directed to endorse his signature thereon at the place provided therefore as the specimen signature of the in- dividu�.l authorized by this resolution to obtain payment of said clrant . Section 5 . That thereby, and there is hereby, delegated ta James C. Eacon, Jr . , City Manager; David A. Clark, Director of Community �evelopment; and Eeth B. Coater, Director of Finance and Ci�y Treasurer , authority to execute requests for payment to carry out the purport and tenor herecf . Section 6 .
