Bacon, Jr. , City Manager <br /> David A. Clark, Director of Community Development <br /> SUBJECT: Shelter Plus Care <br /> Within recent weeks, City staff has received information <br /> regarding the availability of funds to provide housing <br /> assistance for homeless persons with disabilities <br /> (primarily those who are seriously mentally ill, have <br /> chronic problems with alcohol, drugs or both, or have AIDS <br /> and related diseases) ) and their families. The program <br /> requires that supportive services be provided locally by <br /> other program funds and that deteriorating housing units be <br /> utilized in the development of these housing facilities. <br /> Since the Notification of Funding Availability, the City <br /> staff has worked with local service providers to determine <br /> if any application could be formulated that would be of <br /> benefit to the Decatur community, meet necessary matching <br /> requirements, and be competitive in a national funding <br /> competition. The City, Housing Authority, 708 Board and <br /> Woodford Homes have worked jointly to produce an application <br /> that proposes to provide 8 to 10 rental units, in the form <br /> of a group home. In addition, the application proposes <br /> transitional housing for up to 15 persons in an apartment <br /> setting. <br /> It is the opinion of the program co-applicants that the <br /> application would stand a better chance of being funded if , <br /> the City of Decatur was the applicant for the grant, rather <br /> than the Housing Authority or 708 Board. Therefore, the <br /> City staff is requesting Council authorization to serve as a <br /> grant application and recipient. our role, in addition to <br /> the time that has been spent to date, will include drawing I <br /> down funds and passing those funds on to the appropriate <br /> agencies who are joining the City in this application.
