Minutes <br /> City of Decatur <br /> 1991 Tax Increment Financing District <br /> Joint Review Board <br /> Monday, November 25, 1991 <br /> The following persons signed in on the attendance sheet: <br /> L. Nicholas Burton Dawn Yuhas <br /> Merv Jacobs Dan Salefski <br /> Jim Bacon William R. Van Alstine <br /> Dick Rotz James H. Ryan <br /> Don McCoal George C. Weaver <br /> Paul D. Hagan <br /> Call to Order: <br /> Chairman James Bacon, convened the meeting at 11:10 A.M. A <br /> quorum was determined to be present. The minutes of the <br /> previous meeting were approved without objection. <br /> Mr. Bacon stated that the results of the City's extensive <br /> tax increment qualification survey were available to the <br /> Board and would be incorporated as part of the record of the <br /> meeting. <br /> Mr. Bacon next reported there had been discussions regarding <br /> an inter-governmental agreement on revenue sharing. He <br /> stated that such discussions were outside the scope of <br /> responsibility of the Joint Review Board and would be <br /> pursued elsewhere. <br /> Mr. Burton inquired as to whether it was necessary for the <br /> Joint Review Board to take a position on eligibility, to <br /> which the response was in the negative. <br /> After a lengthy discussion of a suggestion made by Mr. <br /> Stenger, a motion offered by Mr. Burton, and duly seconded, <br /> was unanimously approved. That motion provided that the <br /> sole action of the Joint Review Board would be to issue a <br /> statement to be composed by and agreeable in form and <br /> substance to Messrs. Rumery, Burton, and Ryan, acknowledging <br /> that some members of the Joint Review Board had certain <br /> concerns about the Plan, and stating that the Joint Review <br /> Board made no finding as to eligibility for tax increment <br /> financing. That statement, entitled City of Decatur 1991 <br /> Tax Increment Plan Agreement of Joint Review Board is <br /> attached to and made a part of these minutes. <br /> With no further business, the meeting was adjourned at 12: 10 <br /> P.M. <br />
