.' '
DEPARTMENT OF FINANCIAL MANAGIIIENT
RISIC MANAGIINT DIVISION
M@IORANDIIM NO. 91-072
July 12, 1991
MEMO T0: Mayor Gary Anderson
City Council
--,
FROM: James C. Ba}, Jr. , City Manager
Beth B. Co er, Director of Financial Management
Gerard J. Bauer, Risk Manager
SUBJECT: NON-HEALTH SELF-INSURANCE RENEWAL
Transmitted herewith is a resolution authorizing renewal of the ad-
ministrative services agreement with Gallagher Bassett Services, Incorporated,
and its parent company, Arthur J. Gallagher and Company, for the city's non-
health self-insurance program in contract year 1991-1992.
As has been the practice every third year, the Risk Management Division
recently issued request-for-proposals for these services, and received
responses from eight firms. Two proposals came from local brokers, two from
regional companies, and four from national firms.
After a thorough review and comparison, staff recommended the retention
of Arthur Gallagher and Gallagher Bassett Services as the city's administra-
tive service agents for the contract year beginning October 1, 1991. The
recommendation was based on the quality and pricing of Gallagher's products.
No other proposal matched Gallagher's for scope of services, experience with
municipal accounts, and competitiveness of fees.
September 30, 1991, will mark the completion of Gallagher's ninth year
as the city's self-insurance administrator. During that time, the firm has
provided consistently high quality brokerage, claims management, and loss
prevention services, while remaining extremely competitive on the pricing of
its products.
GJB/dly
attachment
