BACON, JR. , CITY MANAGER <br /> DAVID A. CLARK, DIRECTOR OF DEPARTMENT OF COMMUNITY <br /> DEVELOPMENT <br /> ROBERT S. REED, MASS TRANSIT ADMINISTRATOR <br /> SUBJECT: AGREEMENT FOR EMISSIONS TESTING <br /> Upon City Council approval, the attached resolution will <br /> authorize the execution of an agreement with Ortech Internation- <br /> al of Toronto, Canada for emissions testing of a Detroit Diesel <br /> engine. In October, 1990, the City received federal and State <br /> grants to undertake an alternative fuels initiative program. The <br /> project entailed the retrofit of 5 buses with an ethanol injector <br /> system. Performance, fuel economy, and vehicle emissions are <br /> being monitored during the 6-month demonstration period. <br /> As part of the project, the City purchased a new 6V71NA <br /> Detroit Diesel engine. It will be shipped to an emissions <br /> testing laboratory for a complete series of testing before and <br /> after installation of the ethanol injector system. <br /> Southwest Research Institute of San Antonio, Texas was the <br /> only U. S. laboratory meeting the EPA guidelines which did <br /> outside emissions testing. However, they declined to test <br /> Decatur' s engine, so an agreement was reached with Ortech Inter- <br /> national of Toronto, Canada to conduct the testing. Midwest <br /> Power Concepts, Ltd. , the manufacturer of the ethanol injector <br /> system, will supply a new unit and will send an engineer to the <br /> Ortech lab to install the ethanol injector system. <br /> The cost of the testing will be $43,481 .67, of which the <br /> City' s share will be $1 , 113.13. The remainder will be funded by <br /> federal, State, and private sources. Testing is expected to take <br /> 4-6 weeks to complete. <br />
