R � �' RE.90I�JTION AUI'fiORIZING THE FILING OF A FINAL APPLICATION W.LTfi THE UNITED STATES DEPAR'Il�N'I' OF TRANSPORTATI�.V THRUUGH THE STATE OF ILLINOIS DEPAR'Il�'IENT OF TRANSPO1tTATION FOR A FY'92 OPERATING GRAN'r UNDER SECTION 9 OF Tf� URBAN MASS TRANSPORTATION AGT OF 1964, AS AN�TIDID WHEREAS, the Secretary of the United States Department of Transportation is authorized to make grants for a mass transportation program of projects; ar�d, WHERE',AS, the contract for Federal financial assistance will itripose certain obligations upon the applicant and the Illinois Department of Trans- portation, including the pravision by it of the local share of project costs and other obligations required by the Urban Mass Transportation Act of 1964, as ameryded, (the "Act") ar�d all other requireznents as set forth in the Guide- lines for Project Develognent for Section 9 Ftuzds and all other guidelines and regulations issued or to be issued under the Act; and, WI�AS, it is required by the United States Department of Transportation in accord with the pravisions of Title VI of the Civil Rights Act of 1964, that in oonnection with the filing of an application for assistance under the Urban Mass Transportation Act of 1964, as Amended, the applicant give an assurance that it will cc�nply with Title VI of the Civil Rights Act of 1964 and the United States Department of Transportation requirement thereunder. Wf�REAS, it is the goal of the Applicant that minority business enter- prises be utilized to the fullest extent possible in connection with the project, and that definite procedures shall be established and administered to ensure that minority businesses shall have the maxim�un feasible opportunity to compete for oontracts when procuring construction contracts, supplies, equip- ment contracts, or consultant and other services; NOW, THII2EF'ORE, BE IT RESOLVE� BY THE COUNCIL OF Tf� CITY OF DECAZTJR, TT.T,T1Vt�IS; Section 1. That the City Manager is authorized to execute and file an amended ap�lication on behalf of the City of Decat�ur, Illinois, with the United States Department of Transportation thraugh the Illinois Departm�nt of Transportation for a grant under Section 9 of the Urban Mass Transportation Act of 1964, as amended, for operatirig assistance.
