� ' COUNCIL MEMORANDUM <br /> #91-47 <br /> May 30 , 1991 <br /> T0: The Honorable Mayor and City Council Members <br /> � <br /> FROM: James C. Ba�n, Jr. , City Manager <br /> RE: TIF District Resolution <br /> For well over a year staff has been developing <br /> thoroughfare plans for the northern part of the city. <br /> Particular emphasis has centered on extending Martin Luther <br /> King Jr. Drive from Pershing Road to I-72 . One of the means <br /> being considered to finance this project is the creation of a <br /> tax increment district. <br /> The attached resolution is a formal expression of the <br /> city's interest in pursuing this alternative. Adoption of the <br /> resolution is recommended. <br /> Adoption of the resolution does not commit the city to go <br /> forward with this particular financing approach. Likewise, <br /> City Council action to formally approve extension of Martin <br /> Luther King Jr. Drive is required. Both of these items are <br /> expected to require extensive discussion in future study <br /> sessions . In addition, the district as outlined in the <br /> attached resolution involves eleven (11) taxing districts. <br /> These include: Decatur Public School District, Decatur <br /> Sanitary District, Hickory Point Fire Protection District, <br /> Hickory Point Road District, Hickory Point Township, Macon <br /> County Board, Macon County Conservation District, Macon County <br /> Mental Health Department, Macon Mosquito Abatement District, <br /> Maroa Forsyth School District, and Richland Community College. <br /> Should Council approve the resolution Monday night, I would <br /> plan to meet with representatives of all the taxing districts <br /> to review the tax increment district with them. Their input <br /> should be considered prior to going forward. I would expect <br /> these discussions to take place during July and early August <br /> with study sessions being scheduled after that. <br />
