S. Department of Housing and Urban Development <br /> (HUD} for the purpose of conducting a Community Development <br /> Program (hereinafter referred to as the Program) , with Federal <br /> fin�.ncial assistance under Title I of the Housing and Community <br /> Development Act of 1974 (hereinafter called Act} , <br /> 4;HEREAS, the Department of Community Development, acting through <br /> and in behalf of the City of Decatur, Illinois, desires to engage <br /> the Subgrantee to render certain services in connection there- <br /> with: <br /> NOW THEREFORE, the parties hereto mutually agree as follows: <br /> I .
