Illinois of <br /> the City of Decatur hereinafter called the SUBGRANTEE . <br /> * <br /> WITPIESSETH THAT: <br /> WHEREAS, the City of Decatur, Illinois has entered into an agree- <br /> ment with the U. S. Department of Housing and Urban Development <br /> (HUD) for the purpose of conducting a Community Development <br /> Program {hereinafter referred to as the Program) , with Federal <br /> financial assistance under Title I of the Housing and Community <br /> Development Act of 1974 (hereinafter called Act) , <br /> t�;HEREAS, the Department of Community Development, acting through <br /> and in behalf of the City of Decatur, Illinois , desires to engage <br /> the Subgrantee to render certain services in connection there- <br /> with: <br /> NOW THEREFORE, the parties hereto mutually agree as follows : <br /> I.
