10. H'ithholding for liquidated damages : � The contract administering officer may withhold or cause to he withheld, from any moneys payable on account of work performed by the contractor or subcontractor, such sums as may administratively be deter- mined to be necessary to satisfy any liabilities of such contractor or subcontractor for liquidated damages as provided in the clause set forth in paragraph �. V. STATEMENTS AND PAYROLLS 1. Compliance with Copeland Regulations (2� CFR, Part 3) : The contractor shall comply with the Copeland Regulations (2� CFR, Part 3) of the Secretary of Labor which are herein incorporated by reference. 2. Weekly statement: Each contractor or subcontractor shall furnish each week a state- ment to the contract administering officer with respect to the wages paid each of his/her employees, (including apprentices and trainees described in Section IV, paragraphs 5 and 6, and watchmen and guards) engaged on work covered by the Copeland Regulations during the greceding weekly payroll period. The Statement shall be eaecuted by the contrac- tor or subcontractor or by an authorized officer or employee of the con- tractor or subcontractor who supervises the pay-ment of wages. Contrac- tors and subcontractors must use the certification set forth on U. �. Department of Labor Form WH-348, or the same certification appearing on the reverse of Optional U. S. Department of Labor Form WH-347, or on any form with identical wording. 3. Final labor summary: The contractor and each subcontractor shall furnish, upon the completion of the contract, a summary of all employment, indicating, for the completed project, the total hours worked and the total amount earned. This data shall be submitted to the contract administering of- ficer on a form similar to State of Illinois Form PR-47. 4. Final Certification: Upon completion of the contract, the contractor shall submit to the contract administering officer a certificate concerning wages and classifications for laborers, mechanics, watchmen and guards employed on the project, in the following form: **�*��*�r�:� The undersigned, contractor on (Project) hereby certifies that all laborers, mechanics, apprentices, trainees, watchmen and guards employed by himlher or hy any subcontractor perform- ing work under the contract on the project have been paid wages at rates not less than those required by the contract provisions, and that the work performed by each such laborer, mechanic, apprentice or trainee conformed to the classification set forth in the contract or training program provisions applicable to the wage rate paid.
