the Decatur Civic Center and during hours at which said offices <br /> are not open. The parties further realize that such work during <br /> these times is of equal importance to the City Manager' s normal <br /> daily duties at said Civic Center offices . Therefore , in order <br /> to encourage the Employee to undertake such work at such <br /> irregular hours and still provide the Employee with a reasonable <br /> limitation to the total number of hours which he may be required <br /> to work in any given week, it is understood and agreed that the <br /> Employee shall work whatever hours as may be necessary in order <br /> for him to fulfill the requirements of the position of City <br /> Manager, but in any event not less than forty (40) hours per <br /> week. <br /> 4 . ) EMPLOYEE' S SALARY. The Employee shall receive a salary <br /> at an annual rate of $86 ,000 , for the period commencing May 1 , <br /> 1991 , which salary shall be payable in biweekly installments as <br /> per the pay plan generally applicable to all other City <br /> employees. Thereafter, the annual salary may be increased as <br /> may be determined by a majority vote of the City Council. <br /> 5 . ) VACATION LEAVE. The Employee shall be entitled to paid <br /> vacation leave according to the following schedule: <br /> May 1 , 1991 - April 30 , 1992 -- 20 days <br /> May 1 , 1992 - April 30 , 1993 -- 20 days <br /> May 1 , 1993 - April 30 , 1994 -- 20 days <br /> May 1 , 1994 - September 30 , 1994 -- 8 days <br /> Unused vacation leave may be carried forward from one year, or <br /> portion thereof, to the next, as indicated by said schedule, at <br /> the discretion of the Employee. Any vacation leave accrued under <br /> the terms hereof and remaining unused at the termination of this <br />
