' • . � ' � <br /> ' C O N T R A C T <br /> ' THIS AGREEMENT, made and concluded this 15th day of April, <br /> 1991 , between the City of Decatur, Illinois , acting by and <br /> through its Council, hereinafter called "Owner" , and H. R. Klop- <br /> ' penburg d/b/a H. M. Kloppenburg & Sons, his/their executors, ad- <br /> ministrators , successors or assigns , hereinafter called <br /> "Contractor.
