This update was accomplished after reviewing all 10 sections of the 1983 Recovery Action Program. The priorities and implementation strategies that are out- lined in this summary are revisions on the 1983 report and reflect current conditions of the City of Decatur. The City Council and the Park District Board of Commissioners have ap- proved and adopted this update as the official guide to recrea- tion policy and action for the City. The Park District has accomplished a tremendous amount of the rehabilitation projects that were identified in the 1983 report due to the help of Federal and State grants. These projects have provided the neighborhood residents facilities that meet their recreational needs and demands. The rehabilitated parks would not have been possible without the help of grants such as UPARR due to the financial constraints on tax based budgets and economic conditions within the City of Decatur. The Park District's commitment in implementing priorities and projects identified in the 1983 Recovery Action Program was shown by how much was accomplished since that report was ap- proved. This commitment now extends to the priorities identified in the enclosed update.
