RESOLUTION NO. R C/ � — � � � <br /> RESOLUTION REGARDING HALLOWEEN <br /> WHEREAS, the Council recognizes that the Halloween activity <br /> commonly known as trick or treat is one of long standing <br /> tradition in the community; and, <br /> WHEREAS, the Council also recognizes that past experience <br /> has shown that there can be risks attendant thereon particularly <br /> to children; and, <br /> WHEREAS, the Council has been made aware of many organized <br /> activities and events being made available in the community as <br /> substitutes to be engaged in on Halloween in lieu of trick or <br /> treat; and, <br /> WHEREAS, the Council is reluctant to address such risks by <br /> totally prohibiting trick or treat, believing instead that if <br /> proper care, caution and supervision is exercised said risks can <br /> be greatly reduced and curtailed. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br /> DECATUR, ILLINOIS: <br /> Section l. That the Council does hereby urge that children <br /> and those responsible for them and their safety refrain from <br /> engaging in trick or treat and in lieu thereof attend the <br /> activities and functions being made available on Halloween. <br /> Section 2 . That, if it is found to be unacceptable to <br /> refrain from trick or treat, the Council urges and directs that <br /> such activity be confined to the evening of October 31st before <br /> the hour of 8 :00 o'clock P.M. , and that such be done so as to <br /> accord with the suggestions and practices set out on the list <br /> thereof attached hereto. <br /> PRESENTED AND ADOPTED this 15th day of October, 1990 . <br /> ARY K.
