: . E';o .g
Development Services
DATE: 7/22/2016
MEMO: No. 16-31
TO: Honorable Mayor Julie Moore Wolfe and City Council
FROM: Tim Gleason, City Manager
Billy Tyus,Assistant City Manager
Suzan Stickle, Senior Planner
SUBJECT:
Rezone 1860 South Business Route 51 from R-3 Single Family Residence District to B-3
Planned Shopping Center District
SUMMARY RECOMIVIENDATION:
Staff recommends approval of the rezoning to B-3 Planned Shopping Center District. The
City Plan Commission voted 5-0 to recommend approval of this petition at the July 7, 2016
meeting; the minutes of the meeting are attached.
BACKGROUND:
The subject site located south of the Southtowne Plaza at 1860 South Business Route 51 is
currently zoned R-3 Single Family Residence District and consists of approximately 0.55
acres and is developed with a 51 space asphalt parking lot that serves the shopping center to
the north.
Planning records indicate that the parking lot has been in estence since at least 1986.
According to the petition, the subject site has been a paved parking lot since 1975.
The petitioner proposes to rezone from R-3 Single Family Residence District to B-3 Planned
Shopping Center District that would allow for all those uses permitted in the B-3 District.
Rezoning the site from R-3 Single Family Residence District to B-3 Planned Shopping Center
District should not create any adverse effects on the adjacent properties or the City as a
whole as the uses on the adjacent properties are compatible with the permitted uses of the B-
3 Planned Shopping Center District.
The adjacent zoning includes R-3 Single Family Residence District to the soutl, east and
Page 34 of 126
