TASR 1 . Review Status of Previous Plans <br /> The consultant will review the previous TDP's (1975 & 1983) , <br /> the E & H Study (1977) , and the Management Performance Audit <br /> (1981) and any related studies to determine the current status of <br /> the plans in terms of elements i.mplemented, elements pending, and <br /> elements discarded. The review will also serve as a guide to <br /> indicate the relevance of previous planning efforts to current <br /> conditions. <br /> TASR 2. Review Goals and Objectives <br /> For the evaluation of existing and proposed transit service <br /> to have meaning; it must be determined what the residents of the <br /> Decatur urbanized area want their bus system to be. The 1975 and <br /> the 1983 TDP goals and objectives will be reviewed and discussed <br /> with the City and the transit operator. In this manner, the <br />, consultant can identify which goals and objectives remain valid, <br /> and those which are in need of further review and update. <br /> TASK 3 . Review Land-use and Socioeconomic Data and Conduct <br /> Surveys <br /> The preliminary results of the 1990 census shall be reviewed <br /> for the Decatur urbanized area and compared with the population <br /> data used in the 1983 TDP. The development of any major <br /> employment centers, residential areas, shopping malls, or other <br /> traffic generators during the past seven years will be studied. <br /> These changes, plus the possible effect of �odifications in <br /> transportation behavior due to the country' s energy situation and <br /> environmental concerns, create the need to conduct market surveys <br /> which will be instrumental in developing an impro�ed transit <br /> service plan. They can also provide important baseline data to <br /> be used for continuous planning of transit services. At a <br /> minimum, the consultant will be expected to conduct a bus rider <br /> survey, a general household survey, and an employment center <br /> survey. The latter survey will most likely involve a survey of <br /> employers located along 22nd Street, a majox industrial corridor. <br />
