REQUEST FOR PROPOSAL <br /> LINCOLN SQUARE THEATRE <br /> MARKETING AND USE STUDY <br /> BACKGROUND AND PURPOSE <br /> In November of 1989 , a group of local residents of Decatur, I1- <br /> linois formed a not-for-profit corporation for the expressed pur- <br /> pose of exploring the possibilities of restoring the historic <br /> Lincoln Square Theatre in downtown Decatur, Illinois . <br /> The corporation has joined the League of Historic American <br /> Theaters . Mr. Michael C. Hardy of Artsoft Management Services <br /> made a visit to Decatur and has provided the group with a "LHAT <br /> Site Study" as part of the League' s no-fee consultancy program. <br /> A copy of that report is available. <br /> The founding members of the corporation have outlined a multi- <br /> phase program for the restoration and reuse of the facility. <br /> This program is divided into four sections . This proposal ad- <br /> dresses PHASE I. <br /> PHASE I - Marketing and Use Study <br /> PHASE II - A. Operations and Management Study Plan <br /> (Business Plan} <br /> B. Architectural Study <br /> 1 . Restoration Study <br />, 2 . Life/Safety Study <br /> C. Fund Raisin Plan <br /> g <br /> PHASE III - Fund Raising for Restoration and Operation <br /> PHASE IV - Restoration and Operation <br /> The MAIN PURPOSE of the PHASE I - M <br /> ARKETING AND USE STUDY is to <br /> determine if there is a need in the Decatur community and sur- <br /> rounding market area for an 1100 - 1200 seat theatre facility. <br /> The study will be used by the corporation to determine the most <br /> economically feasible use for the theatre and possibly adjacent <br /> building(s) . <br /> The tasks involved should include but are not limited to the fol- <br /> lowing: <br /> Task A. Conduct a Market Study of possible uses for the <br /> Theatre and attendant facilities ( i.e. Odd Fellows <br /> Hall) and audience development needs . <br /> Task B. An assessment made of the economic/market poten- <br /> tial for the above determined uses for the <br /> building( s) . <br />
