REQUEST FOR PROPOSAL LINCOLN SQUARE THEATRE MARKETING AND USE STUDY BACKGROUND AND PURPOSE In November of 1989 , a group of local residents of Decatur, I1- linois formed a not-for-profit corporation for the expressed pur- pose of exploring the possibilities of restoring the historic Lincoln Square Theatre in downtown Decatur, Illinois . The corporation has joined the League of Historic American Theaters . Mr. Michael C. Hardy of Artsoft Management Services made a visit to Decatur and has provided the group with a "LHAT Site Study" as part of the League' s no-fee consultancy program. A copy of that report is available. The founding members of the corporation have outlined a multi- phase program for the restoration and reuse of the facility. This program is divided into four sections . This proposal ad- dresses PHASE I. PHASE I - Marketing and Use Study PHASE II - A. Operations and Management Study Plan (Business Plan} B. Architectural Study 1 . Restoration Study , 2 . Life/Safety Study C. Fund Raisin Plan g PHASE III - Fund Raising for Restoration and Operation PHASE IV - Restoration and Operation The MAIN PURPOSE of the PHASE I - M ARKETING AND USE STUDY is to determine if there is a need in the Decatur community and sur- rounding market area for an 1100 - 1200 seat theatre facility. The study will be used by the corporation to determine the most economically feasible use for the theatre and possibly adjacent building(s) . The tasks involved should include but are not limited to the fol- lowing: Task A. Conduct a Market Study of possible uses for the Theatre and attendant facilities ( i.e. Odd Fellows Hall) and audience development needs . Task B. An assessment made of the economic/market poten- tial for the above determined uses for the building( s) .
