C�RTIFICATION <br /> As part of its application, the applicant shall certify that : <br /> 1) The City of Decatur' s governing body has duly adopted or <br /> passed an official act, resolution, motion, or similar ac- <br /> tion authorizing the filing of the application, includinq <br /> all understandings and assurances contained in these cer- <br /> tifications . <br /> 2) The LUHA possesses the legal authority to and will carry out <br /> the local urban homesteading program described in its ap- <br /> proved application in accordance with this part, including <br /> the specific program requirements described in S 590 . 7 {b) . <br /> 3) The LUHA has: <br /> ( i) An adequate administrative organization capable of car- <br /> rying out the program in a timely and cost effective manner; <br /> { ii) Procedures for selecting and accepting property <br /> suitable for homesteading and rehabilitation as required by <br /> S 590. 7 (b} ( 1) ; <br /> ( iii) Procedures to assist in arranging, or for itself to <br /> undertake, rehabilitation financing for property conveyed to <br /> homesteaders, as required by S 590 . 7 (b) {4 ) . <br /> ( iv} Procedures for monitoring the homesteader agreement <br /> and for revoking a conditional conveyance upon material <br /> breach of the agreement, and for selecting a successor <br /> homesteader as required by S 590 . 7 (b) ( 6 ) ; and <br /> (v) Procedures for conveying fee simple title to the <br /> residential property received from HUD, FmHA or VA without <br /> substantial consideration to the homesteader upon his or her <br /> full compliance with the agreement required in S <br /> 590 . 7 (b) ( 7 ) . <br /> 4} The City of Decatur has, before submission of the applica- <br /> tion: <br /> ( i) Developed a plan for a coordinated �pproach toward <br /> neighborhood improvement as required by S 590 . 7 ( aj ; and <br /> ( ii) Provided citizens an adequate ogportunity to express <br /> preferences about the proposed location of the urban homes- <br /> teading neighborhood or neighborhoods, and to comment on the <br /> plan for a coordinated approach toward neighborhood improve- <br /> ment. <br />
