In the event the City becomes a party to a grant <br /> contract with the Urban Mass Transportation Administration <br /> the provisions set out in Exhibit B hereto attached shall <br /> become and be a part of this Agreement and ATE and TMD <br />' shall abide by the obligations and duties of the contractor <br /> specified in such provisions. <br /> 29. ATE and TMD shall permit the authorized represen- <br /> tatives of the U.S. Department of Transportation, the <br /> Comptroller General of the United States, the Illinois <br /> Department of Transportation and the City to have the right <br /> of access to and inspection of any and all records at <br /> reasonable times in order to verify and ascertain operating <br /> revenues and expenses incurred in the operation and mainte- <br /> nance of the transit system. Such books and records of ATE <br /> and TMD at the Decatur Office and the home office of ATE and <br /> TMD shall be available at each respective location for <br /> inspection by the City or other parties referenced herein. <br /> 30. The attached "Exhibit A, Equal Employment Oppor- <br /> tunity Clause, " required by the Illinois Human Rights <br /> Commission as a material term of all public contracts shall <br /> be made a part hereof and ATE and TMD shall comply with the <br /> provisions set forth in said "Exhibit A.
