-vi- Purchases between $2 , 500 .00 and $5 , 000 . 00 . The Sub- grantee shall be require to solicit written bids on all purchases between $2, 500.00 and $5,000 . 00 but shall not be required to advertise for such bids . The Subgrantee shall solicit bids from an adequate number of suppliers . The Subgrantee sha 1 keep an maintain a written recor of all bids received. Purchases over $5 ,000 . 00 . Purchases over $5 , 000 . 00 re- quire City Council approva . For such purchases , sealed bids are publicly solicited and a firm - fixed - price contract (lump sum or unit price) is awarded to the lowest responsible bidder whose bid, conforming with all the material terms and conditions of the invitation for bids, which is lowest in price. The Subgrantee will draw up specifications with the assistance of the Department, then advertise for bids in the local newspaper fifteen ( 15) days before the bids are opened. In addition, the Subgrantee will solicit bids from an adequate number of suppliers . The subgrantee shall keep and maintain a written record of all bids received. XI. FINDING CONFIDENTIAL Nothing in this Agreement shall be construed to violate the privacy of individuals who are served by the Project, nor shall this Agreement be construed to require the Sub- grantee to publish or release information to third- parties which would violate the privacy of such in- dividuals . It is further agreed that information ob- tained and used by the Department as required by this Agreement, shall not be used dz disclosed in such a way as to violate individual privacy and client relation- ships . XII. SUBSEQUENT CHP►NGES The following types of changes require written approval from the Department: a. Substantial changes in the project work plan. b. Changes in any budget line item which exceed 1.0 per- cent or $1 , 000 . 00, whichever is larger. c. Changes in any budget line item which result in an increase in the total Project cost.
