-vi- <br /> Purchases between $2 , 500 .00 and $5 , 000 . 00 . The Sub- <br /> grantee shall be require to solicit written bids on all <br /> purchases between $2, 500.00 and $5,000 . 00 but shall not <br /> be required to advertise for such bids . The Subgrantee <br /> shall solicit bids from an adequate number of suppliers . <br /> The Subgrantee sha 1 keep an maintain a written recor <br /> of all bids received. <br /> Purchases over $5 ,000 . 00 . Purchases over $5 , 000 . 00 re- <br /> quire City Council approva . For such purchases , sealed <br /> bids are publicly solicited and a firm - fixed - price <br /> contract (lump sum or unit price) is awarded to the <br /> lowest responsible bidder whose bid, conforming with all <br /> the material terms and conditions of the invitation for <br /> bids, which is lowest in price. The Subgrantee will draw <br /> up specifications with the assistance of the Department, <br /> then advertise for bids in the local newspaper fifteen <br /> ( 15) days before the bids are opened. In addition, the <br /> Subgrantee will solicit bids from an adequate number of <br /> suppliers . The subgrantee shall keep and maintain a <br /> written record of all bids received. <br /> XI. FINDING CONFIDENTIAL <br /> Nothing in this Agreement shall be construed to violate <br /> the privacy of individuals who are served by the Project, <br /> nor shall this Agreement be construed to require the Sub- <br /> grantee to publish or release information to third- <br /> parties which would violate the privacy of such in- <br /> dividuals . It is further agreed that information ob- <br /> tained and used by the Department as required by this <br /> Agreement, shall not be used dz disclosed in such a way <br /> as to violate individual privacy and client relation- <br /> ships . <br /> XII. SUBSEQUENT CHPâ–ºNGES <br /> The following types of changes require written approval <br /> from the Department: <br /> a. Substantial changes in the project work plan. <br /> b. Changes in any budget line item which exceed 1.0 per- <br /> cent or $1 , 000 . 00, whichever is larger. <br /> c. Changes in any budget line item which result in an <br /> increase in the total Project cost. <br />
