CLARK, DIRECTOR OF DEPARTMENT OF COMMUNITY <br /> DEVELOPMENT <br /> SUBJECT: AMENDMENT TO DOWNSTATE OPERATING ASSISTANCE AGREEMENT <br /> On July 5, 1989, the City of Decatur, Illinois entered into <br /> an agreement with the Illinois Department of Transportation for <br /> operating assistance for FY' 90 (July 1, 1989 thru June 30, 1990) . <br /> Under terms of the agreement, the State would reimburse the City <br /> for 40$ of the eligible operating expenses of the Decatur Public <br /> Transit System. <br /> In the Fall of 1989, the General Assembly passed legislation <br /> which increased operating assistance thru 1 of 2 options. A <br /> grantee could elect to receive an additional 5$ in operating <br /> reimbursement or it could elect to participate in a Reduced Fare <br /> Student, Elderly, and Handicapped Reimbursement Program. The <br /> City would receive an estimated $85,500 in additional State funds <br /> under the first option, but only an estimated $66 ,550 under the <br /> second option. <br /> Therefore, the attached resolution will authorize the <br /> execution of an amendment to the Downstate Operating Assistance <br /> agreement between the City and the State. Such amendment will <br /> increase the State' s share of eligible operating expenses from <br /> 40� to 45$ . <br />
