COMMUNITY DEVELOPMENT
MEMORANDUM NO. 89-153
October 24, 1989
TO: HONORABLE MAYOR AND CITY COUNCIL
FROM: JAMES C. BACON, JR. , CITY MANAGER
DAVID A. CLARK, DIRECTOR OF DEPARTMENT OF COMMUNITY
DEVELOPMENT
SUBJECT: RFP FOR ADMINISTRATIVE SERVICES FOR DPTS SELF-INSURANCE
PROGRAM
In 1986 , the City established a self-insurance program for '
the Decatur Public Transit System. It self-insured automobile
liability, physical damage, collision, and comprehensive general
liability. An agreement was executed with Management Services,
Inc. of Danville, Illinois for administrative services.
The 3-year contract with MSI will expire soon. Therefore,
the attached resolution will authorize the City staff to request
proposals for administrative services for the self-insurance
program for the transit system. The firm to be selected will
handle the claims adjusting and it will obtain annual quotations
from commercial insurance providers to use as a comparison guide
for reserve contributions and for charges to the UMTA and IDOT
operating assistance programs.
The annual fee for administrative services has been $6,000
for each of the 3 years of the program. It is expected that a
firm can be selected within the next thirty days.
