1
COMMUNITY DEVELOPMENT
MEMORANDUM NO. 89 - 154
October 24, 1989
TO: HONORABLE MAYOR AND CITY COUNCIL
FROM: JAMES C. BACON, JR. , CITY MANAGER
DAVID A. CLARK, DIRECTOR OF DEPARTMENT OF COMMUNITY
DEVELOPMENT
SUBJECT: AMENDED DOWNSTATE CAPITAL GRANT APPLICATION
On September 18th, the City Council authorized the filing of
a capital grant application with the Illinois Department of
Transportation. It requested funds for property acquisition, and
for purchase of a wheelchair lift-equipped van, a bus tire
changer, a sandblaster, and office and computer equipment. Total
project costs were estimated at $295 ,000 and the State' s share
was $59,000 .
Upon City Council approval, the attached resolution will
authorize filing an amended Downstate capital grant application
to request an additional $24,400 . It had been hoped that private
funds would be forthcoming for the non-federal share of the
Section 3 Alternative Fuels Initiative project, but they have not
materialized. Therefore, the State has agreed to consider an
application for assistance. The project will now be funded
entirely by federal, state, and private funds and no City contri-
bution will be required.
Thus, the amended IDOT capital grant application will
request $59,000 as the State' s share of the UMTA Section 9
capital grant program for FY'90 and another $24 ,400 as its share
of the UMTA Section 3 Alternative Fuels Initiative project.
