Section 2. That the Developer is hereby authorized to <br /> undertake, with the cooperation and assistance of City personn�l, <br /> a tax increment qualification survey and evaluation for he <br /> Redevelopment Area, and the preparation of a Plan and �ax <br /> Increment Financing plan, if appropriate, at Developer' s init ' al <br /> expense to be reimbursed from Tax Increment Financing or �ax <br /> Increment Financing Bond proceeds, whichever funds shall firstlbe <br /> available to the City. <br /> Section 3 . The City and Developer shall negotiate and en�er <br /> into a Redevelopment Agreement, which shall provide, inter al ' a, <br /> for reimbursement of Developer for redevelopment expen es <br /> incurred by Developer prior hereto and hereafter. The purpose of <br /> this Resolution is to declare the intent of the Council to en�er <br /> such an agreement, and the provisions hereof shall not be <br /> construed to establish an obligation on the part of either �he <br /> City or the Developer to enter such an agreement.
