" �� � <br /> RESOLLT�IC7r1 AUTHORIZING Tf� FILING OF AN ANNIENNDID <br /> APPLICATION WITfi THE UNITED STATES DE:PAR'IMENT <br /> OF TRANSPORTATION THROLTGH THE STATE OF ILLINOIS <br /> D�A1�Il��N'r OF TR�NSPORTATION FOR AN OPERATING Al�ID CAPT'�'AT, <br /> GR�NT iINDER SECTION 9 OF TF� URBAN MASS <br /> TRANSPORTATIOTT ACT OF 1964, AS AN�VDID <br /> WFIEREAS, the Secreta.ry of the United States Department of Transportation <br /> is authorized to make grants for a mass transportation program of projects; <br /> and, <br /> Wf�RE',AS, the contract for Federal financial assistance will im�ose <br /> certain obliga.tions upon the applicant and the Illinois Depart�nent of Trans- <br /> portation, including the pravision by it of the local share of project costs <br /> and other obligations required by the Urban Nlass Transportation Act of 1964, <br /> as amended, (the "Act") and all other requireqne.nts as set forth in the �.iide- <br /> lines for Project Develognent for Section 9 Ft�nds and all other guidelines and <br /> regulations issued or to be issued urider the A�ct; and, <br /> WF�REAS, it is required by the United States Departrnent of Transportation <br /> in accord with the pravisions of Title VI of the Civil Rights Act of 1964, <br /> that in oonnection with the filing of an application for assistance under the <br /> Urban Mass Transportation Act of 1964, as Amer�led, the applicant give an <br /> assurance that it will camply with Title VI of the Civil Rights Act of 1964 <br /> and the United States Depa.rtment of Transportation requirenent thereunder. <br /> WHEREAS, it is the goal of the Applicant that minority business enter- <br /> prises be utilized to the fullest extent possible in connection with the <br /> project, and that defi.na.te procedures shall be established and acfiiinistered to <br /> ensure that minority businesses shall have the maxinnun feasi.ble opportunity to <br /> cc��pete for contracts when procuring construction contracts, supplies, equip- <br /> ment contracts, or consultant and other services; <br /> NOW, THFREE'ORE, SE IT RESOLVED BY THE COUNCIL OF THE CITY OF DF�CA�JR, <br /> TT,T,TTY�IS; <br /> Section 1. That the City Manager is authorized to execute and file an <br /> amended application on behalf of the City of Decatur, Illinois, with the <br /> United States Department of Transportation thraugh the Illinois Department of <br /> Transportation for a grant under Section 9 of the Urban Mass Transportation <br /> Act of 1964, as amended, for operating and capital assistance. <br />
