 . _ Appendix I
' SCOPE OF SERVICES
TASK A. Data Collection and Review
In evaluating both the direct discharge and the pipeline conveyance alternatives, Harza
will collect and review available data pertaining to hydrology, soil classification, land use,
water quality, permitting requirements and other topics central to this investigation.
Team members will contact representatives of the U.S. Geological Survey (USGS), the
Agricultural Extension Service, the Soil Conservation Service (SCS), the Illinois Environ-
mental Protection Agency (IEPA), the Illinois Department of Transportation (IDOT),
county highway authorities, and other appropriate sources in preparing to address the
technical and economic issues that will determine the favored alternative. Previous work
conducted by Guillou and Associates, Inc. for the Client will be reviewed and used as
appropriate. A total of 128 manhours have been budgeted for this task.
TASK B. Direct Discharge Alternative
Harza's investigation of the direct discharge conveyance alternative will focus on three
key issues:
1. Under drought conditions when natural stream flows are extremely low, how
much of the ground water pumped into Friends Creek will flow directly to
Lake Decatur and how much will be held in bank storage, contribute to deep
seepage, or otherwise be unavailable to supply the Client?
2. What are the environmental consequences of discharging 25 MGD of
groundwater into Friends Creek during periods of low natural flow. In light
of these impacts, what course of action is IEPA likely to allow?
3. What impacts will conveyance of groundwater via Friends Creek have on
riparian lands? In particular, augmenting flow in Friends Creek may
submerge outlets to farm drainage systems. If this occurs, what consequences
may result and what measures may be taken?
The following subtasks will be undertaken to evaluate these issues.
s9ioiz
A893092N-APP.I 1-1
