No State officer or member of the State General <br /> Assembly shall be admitted to any share or part of this <br /> Agreement or to any direct benefit arising therefrom. <br /> ITEM 14. EQUAL EMPLOYMENT OPPORTUNITY <br /> The participant agrees to comply with the provisions of the <br /> Illinois Human Rights Act ( I11 . Rev. Stat. (1985) , Ch. 68, Sec. <br /> 101 et s�ce and any applicable rules promulgated thereunder, and <br /> with the Equal Employment Opportunity clause, which is attached <br /> as Appendix B and is hereby made a part of this contract, as to <br /> all of Participant's public transportation operations directly <br /> or indirectly aided by grants made hereunder. <br /> ITEM 15. PUBLIC INFORMATION <br /> The Department and the Participant shall agree upon <br /> appropriate and reasonable means for informing the public and <br /> particularly users of Participant's public transportation <br /> service and of grants made hereunder. <br /> ITEM 16. REPAYMENT, WITHHOLDING, DELAY, RECALL AND BREACH <br /> If grants provided pursuant to this Agreement exceed the <br /> Participant's eligible operating expenses for public <br /> transportation services for the period from July 1 , 1989 through � <br /> June 30, 1990, as determined pursuant to this Agreement, the <br /> Participant shall repay to the State the amount by which grants <br /> received by the Participant exceed such eligible operating <br /> expenses. In the event that grants provided under this <br /> agreement together with any federal grants to the Participant <br /> for FY 90 operating deficit exceed the Participant's operating <br /> deficit, then the Participant shall reimburse the state in an <br /> amount so that state and federal funding does not exceed <br /> Participant's operating deficit. The Department, by written <br /> notice to the Participant, may elect to withhold or delay any <br /> payment, or any portion thereof, or if payment or payments have <br /> already been made pursuant hereto, to recall such payment or <br /> payments or portions thereof, if: <br />
