TITLES AND PRECEDENT <br /> The Parti es agree that the ti tl es of the Items of thi s <br /> Agreement, hereinabove set forth, are inserted for convenience <br /> of identification only and shall not be considered f or any <br /> other purposes. This Agreement and its terms and definitions <br /> are for the sole purpose of arranging for grants pursuant to the <br /> Act and shall not govern, or be construed to govern, the rights <br /> or obligations of the Department or the Participant under any <br /> law other than the act or under any other agreement. <br /> ITEM 21 . DOCUMENTS FORMING THIS AGREEMENT <br /> The Parties agree that this constitutes the entire Agreement <br /> between the Parties hereto, that there are no agreements or <br /> understandings, implied or expressed, except as set forth <br /> specifically in this Agreement and that all prior agreements and <br /> understandings, in this connection, are merged into and <br /> contained in this Agreement. <br /> ITEM 22. BRIBERY <br /> The Participant represents and warrants that it has not been <br /> convicted of bribery or attempting to bribe an officer or <br /> employee of the State of Illinois, nor has the Participant made <br /> an admission of guilt of such conduct which is a matter of <br /> rec ord. <br /> ITEM 23. SCHOOL BUS OPERATIONS <br /> The Grantee agrees not to engage in school bus operations <br /> exclusively for the transportation of students and school bus <br /> personnel in competition with private school bus operators where <br /> such private school bus operators are able to provide adequate <br /> transportation at reasonable rates, in conf ormance with <br /> applicable safety standards, provided that this requirement <br /> shall not apply to a Grantee which operates a school system in I� <br /> the area to be served and operates a separate and exclusive i <br /> school bus program for the school system.
