Purpose <br /> This audit program is for the audit of operating assistance <br /> grants to provide up to 40� of the eligible operating expenses <br /> for downstate pubiic transportation carriers , under the <br /> amended act. <br /> B . Scope <br /> The scope of the audit is to provide assurance that: <br /> 1 . The financial operations are properly conducted. <br /> 2 . Financial data and claims were presented fairly with <br /> particular reference to the elimination of any ineligible <br /> expenses in presenting claims for state assistance in <br /> funding 40� of total eligible expenses . <br /> 3. Applicable laws ( particularly Chapter 111 2 /3 , Section <br /> 661 , et. seq of the Illinois Revised Statutes , ) and <br /> I11 i noi s Department of Tranportati on rul es and regul ati ons <br /> affecting the downstate operating assistance grant have <br /> been complied with . <br /> 4 . Internal controls and procedures were adequate to meet the <br /> objectives of the public transportation program. <br /> 5. State assistance was claimed on the basis of 40% of <br /> eligible operating expenses and payments were made <br /> correctly. <br />
