INTERGOVERNMENTAL COOPERATION AGREEMENT <br /> Between City of Decatur , Illinois, and <br /> Decatur Civic Center Authority for Space <br /> within Civic Center Complex to be used <br /> by City for Commodore Stephen Decatur <br /> Monument Site <br /> THIS AGREEMENT is between the CITY OF DECATUR, a municipal <br /> corporation organized under the laws of the State of Illinois � <br /> ( "City" ) , and the DECATUR METROPOLITAN EXPOSITION, �UDITORIUM AND , <br /> OFFICE BUILDING AUTHORITY, a unit of local government organized , <br /> under the laws of the State of Illinois ( "Authority" ) . <br /> WHEREAS, pursuant to Article VII , Section 10 of the 1970 � <br /> Constitution of the State of Illinois, and , the Illinois <br /> Intergovernmental Cooperation Act (I11 . Rev: Stat . 1987 , Ch. 127 , <br /> �741 et seq. ) , units of local government in the State of Illinois <br /> may contract between themselves to obtain or share services and <br /> to exercise or combine functions which either of the units of <br /> local government are authorized by law to perform; and <br /> WHEREAS , pursuant to the terms of the Decatur and Danville <br /> Civic Centers Act (I11 . Rev. Stat. 1987 , Ch. 85 , §1551 et seq. ) , <br /> the Authority is operating a Civic Center Complex within the City <br /> of Decatur containing facilities including a multi-purpose arena, <br /> offices, theater , mall and parking area ( "Civic Center Complex" ) ; <br /> and <br /> WHEREAS, the City and Authority desire to enter into this <br /> Agreement for the use by the City of a portion of the Civic <br />
