COMMt1NITY DEVELOPMENT MEMORANDUM
NO. 94-255
November 16, 1994
TO: Honorable Mayor Erik C. Brechnitz and
City Council Members
FROM: 7ames C. Bacon, Jr., City Manager
George C. Weaver, Director of Community Development
Robert A. McQueen, Planner
SUBJECT: Ordinance Granting Special Permit for Planned Unit
Development east of U.S. Route 51 and south
of Hickory Point Road
The subject petition requests a special use pernut to a11ow construction and operation of a
self-service (mini-warehouse) storage facility on a tract of land east of Route 51 and south of
Hickory Point Road. Petitioner also requests approval of a B-2 Planned Unit Development for
said tract.
In addition to the storage facility, the developer proposes to construct a motel on the area in
question, which is presently zoned B-2 as is all adjoining property. The B-2 zone provides for a
motel as a use by right; however, a special use permit is required for the storage facility.
Staff questioned the use of this tract for only a storage facility, but the combined use as set forth
on the proposed plan is, in our opinion, a desirable land use which is compatible with the general
area. The location of the proposed motel along Route 51 (west one half of the tract)will serve to
screen the secondary mini-warehouse use on the rear portion of the property. Provisions of the
planned unit development give asswance as to the location of buildings, vehicular access, parking,
landscaping, etc. Also, stipulations can be made as to the time of development for each use. In
order to provide proper development for this tract, staff is of the opinion that the motel facility
should be constructed prior to or in conjunction with the storage facility.
In view of the data presented, staff recommends approval of the petition with the following
stipulations: (1)that the development occur in accordance with petitioner's site plan as revised on
11-3-94, (2)that the proposed motel sha11 be constructed prior to or in conjunction with the
proposed storage facility, and(3)that prior to issuance of any building permits complete plans
including but not limited to building locations, watermains, fire hydrants, sanitary sewers, storm
sewers, vehicular access, parking lots, signage, and landscaping be submitted to and approved by
the Director of Public Works and D'uector of Community Development.
