McQueen, Planner <br /> SUBJECT: Ordinance to rezone northwest corner of North Main Street <br /> and Kenwood Avenue <br /> The subject petition requests that a tract of land located at the northwest corner of North Main ' <br /> Street and Kenwood Avenue be rezoned from R-3 Single Family Residence and B-1 �I <br /> Neighborhood Shopping District to O-1 Office District; request is further made that a Planned i, <br /> Unit Development be approved for said tract. <br /> Containing approximately twelve acres, the area in question is presently vacant with the exception <br /> of an off street parking lot which is generally located north of Kenwood Avenue and east of North <br /> Union Street; this lot serves Decatur Memorial Hospital. Property to the west across North <br /> Union Street is occupied by the hospital and zoned O-1 Office District while property to the east, <br /> south, and north is zoned R-3 Single Family Residential and accordingly developed. One <br /> exception to said residential area is the northwest corner of McKinley Avenue and North Main <br /> Street which is zoned B-1 Neighborhood Shopping District and developed with a restaurant. <br /> The majority of the subject tract has been owned by the hospital since 1909, and the hospital has <br /> reportedly envisioned this area for expansion of their facility or related medical facilities. <br /> Inasmuch as the main hospital campus is located to the immediate west, the proposed zoning and <br /> land use appears logical and consistent with the general area. With regard to vehicular traffic, the <br /> adjoining streets, which include Route 51 South, are presently carrying traffic other than that from <br /> the immediate residential neighborhood. <br /> The proposed Planned Unit Development offers further land use control and compatibility with <br /> the area in terms of development standards for building location, vehicular access, off street <br /> parking areas, and landscaping. In addition to the information shown on the subject plan, a more <br /> detailed development plan would be required for review and approval by the Department of <br /> Community Development and Department of Public Works prior to issuance of any building <br /> permits. <br /> In view of the data presented, staff recommends approval of the petition, <br />
