CHAPTER 7 <br /> OFFICERS AND EMPLOYEES GENERALLY <br /> 1. EFFECT OF CHAPTER. The provisions of this Chapter sha11 apply alike to all <br /> offcers and employees of the City, regardless of the time of the creation of the office or of the <br /> time of the appointment of the officers, including officers and members of the Police and Fire <br /> Services of the City. <br /> 2. APPOINTMENT AND REMOVAL. The City Manager shall have the power and <br /> authority to appoint and remove at will the Assistant City Manager, all directors of departments, <br /> fire marshals, battalion chiefs, police personnel above the rank of sergeant, administrative <br /> assistants, chiefs and heads of divisions, executive and administrative secretaries, members of <br /> the Legal Department, Personnel Specialists, Training Officer, Budget and Technology Analysts, <br /> Human Relations Specialists, Senior Systems Analyst, Mainframe Systems Analyst, Systems <br /> Analyst, Accounting Supervisor, License and Records Supervisor, Risk Management Assistant, <br /> Records Information Supervisor, Street and Sewer Maintenance Supervisor, Assistant City <br /> Engineer, Fleet Supervisor, Plant Maintenance Supervisor, Chief Drafter, Lake Maintenance <br /> Supervisor, Distribution Maintenance Supervisor, Water Meter Service Supervisor, Traffic <br /> Control Supervisor, City Forester, Foreman, Building Inspections Supervisor, Planners, Senior <br /> Planner, Transportation Planner, Environmental Planner, Crime Analyst, Emergency <br /> Communications Manager, Emergency Communications Supervisors, Neighborhood Renewal <br /> Administrator, Neighborhood Standards Administrator, Neighborhood Program Specialist, <br /> Outreach Specialists and Temporary and seasonal employees. <br />
